I’m 5′4″ guy and I want to start playing golf, but I’m pretty short so does that mean I should buy a women’s set?

I’m not sure the length of the clubs makes them “womens” clubs. But lots of people have their clubs cut to size.
They cut some length off the top and then re-wrap the grips.
Enjoy the game!
