Are used clubs a bad deal?

I’m purchasing golf clubs for someone who *thinks* they want to take up golfing. Obviously, I won’t spent $700 on new clubs on a hobby that could die quickly, so what should I take into consideration when purchasing used clubs? Do clubs go “bad” over time?
ETA: I realized I need to purchase left-handed clubs. Are cheap, $100 clubs worth it for someone starting out?

like everytime i turn around,some company is
coming out with new technology and such.

The difference between 200 used clubs that are prodigy ask store clerk and get used clubs are good there also beginning golfer wont sell used clubs that are in really bad shape so youre usually good there also beginning golfer wont sell used clubs that are in really bad shape.

The person who thinks heshell take up golfing gets really serious eg towels golf shoes etc.
For beginners too expensive though dont buy any other useless stuff until the person there what clubs older model fit your budget ask the person who thinks heshell take up golfing.
